U.S. State-sponsored Terrorism Will be Recorded as Unprecedented Setback: KCNA Memorandum

   Pyongyang, May 11 (KCNA) -- The Korean Central News Agency on Thursday issued a memorandum "U.S. state-sponsored terrorism against the DPRK will be recorded in the history as an unprecedentedly heavy setback" to expose the U.S. anti-DPRK terrorism which invited indiscriminate counteractions of the Korean army and people and clarify the justness of their option for self-defense to cope with the prevailing situation.

    The memorandum says:

    The U.S. state-sponsored terrorism targeting the DPRK is going on at the worst phase in history.

    The Trump administration, which set "maximum pressure and engagement" as its DPRK policy, is tightening the political, economic and military pressure and seeking undisguised state-sponsored terrorism while daringly crying for "removal of leadership" of a sovereign state and regime change.

    A hideous terrorists' group was recently detected after being infiltrated into the DPRK by the Central Intelligence Agency (CIA) of the U.S. and the south Korean Intelligence Service (IS) on the basis of covert and meticulous preparations to commit state-sponsored terrorism against its supreme leadership by use of bio-chemical substance,

    The murderous demons of the IS, in conspiracy with the CIA, bribed ideologically deranged persons before turning them into terrorists and hatched terrorist attacks on the supreme leadership of the DPRK by use of bombs and bio-chemical substances.

    The U.S. state-sponsored terrorism against the DPRK has gone to the extremes with its dangerous nuclear war moves and military blackmail.

    The U.S. has escalated its scheme to stifle the DPRK by force of arms while ceaselessly heightening the scale and intensity of joint military drills for aggression every year.

    It incorporated the "OPLAN 5027", the keynote of which are various phases including "deterrence", "neutralizing" and "operation to launch a ground offensive", and "OPLAN 5029", the keynote of which is to infiltrate special units into the northern half of Korea 90 days before the start of a war and cause "contingency" through internal disturbing operation and then launch a large-scale armed invasion, into one and mapped out the "OPLAN 5015", a new scenario for igniting a nuclear war against the DPRK which reflects the "tailored deterrence strategy".

    Key Resolve and Foal Eagle 17 joint military exercises had been staged on the largest-ever scale in across south Korea for more than 60 days, from March 1 to April 30 this year. They were the most vicious and adventurous state-sponsored terrorism.

    The U.S. hurled the largest-ever special operation forces and means into the exercises in order to "eliminate the supreme leadership" and bring down the social system in the DPRK.

    Involved in them, under the direct instruction of the U.S. president, were Navy SEAL team F, known as "unit of warriors who master the occult art of transforming oneself" which specializes in "operation of removing the headquarters" of other side, and demons of "Delta Force" belonging to the coordinated special warfare command called "detached corps of White House".

    To the U.S., sanctions are a preceding process for state-sponsored terrorism.

    In recent years the U.S. has made desperate efforts to smother the DPRK by use of all forms of despicable and sordid methods, regarding the economic sanctions as a major means for implementing its hostile policy toward the DPRK.

    On Feb. 18, 2016, Obama signed the "North Korea Sanctions and Policy Enhancement Act of 2016" calling for psychological warfare and "human rights" offensive to disintegrate. On March 2 the U.S. egged the UN Security Council on adopting "sanctions resolution" 2270 over the DPRK's H-bomb test and satellite launch for peaceful purpose. Its State Department and Finance Department enforced sanctions pursuant to it and independent sanctions against the DPRK. On July 6 the U.S. Department of State released a report malignantly hurting the supreme leadership of the DPRK under the "North Korea Sanctions and Policy Enhancement Act of 2016".

    The policy billed "maximum pressure and engagement" pushed ahead by the Trump administration at present is an expansion of the sanctions upon the DPRK the U.S. has persistently and viciously enforced.

    Recently the U.S. House of Representatives passed a "bill on escalating sanctions with respect to transactions with north Korea" and proposed a "act on increasing intelligence about north Korea".

    The "act on increasing intelligence about north Korea" is to organize a "combined body" to collect information on the DPRK's nuclear and missile development and arms sale so that "relevant experts may gather and combine intelligence on north Korea and provide hard information to the policy-makers".

    What should not be overlooked is that the Republican Party and other conservative forces of the U.S. persistently resort to the re-listing the DPRK as a "sponsor of terrorism" whenever the DPRK-U.S. relations are deteriorated and the situation is aggravated.

    In November 2015, the chairman of the subcommittee on terrorism, non-proliferation and trade of the International Relations Committee of the U.S. House of Representatives cried out for "re-listing north Korea as sponsor of terrorism" over the DPRK's nuclear deterrence for self-defence. Furthermore, from the outset of this year, some lawmakers and other hard-line conservatives in the U.S. have called for re-listing the DPRK as a "sponsor of terrorism".

    Under the U.S. unilateral conditions on listing and deleting a country as "sponsor of terrorism", it inquires whether the DPRK made terrorist-support or not. This is like a way of robber threatening the master of a house.

    The DPRK had already declared before the international community its principled stand against all forms of terrorism and support for it and has constantly maintained this stand.

    The DPRK's counteraction against the U.S. heinous state-sponsored terrorism is an option for self-defence of a sovereign state.

    Today the DPRK has entered a new stage of anti-terrorist warfare of justice.

    The "Dropping and Target-striking Contest of Korean People's Army Special Operation Forces-2017" in April last showed a part of the DPRK's counter-terrorism warfare of justice to round off the practicability for the combat operation plan and further train the combat method so that the KPA can fulfill any duty of special operation in contingency to cope with possible terrorism of the hostile forces.

    The DPRK will never remain a passive onlooker to the present grave situation, in which the general orientation of the hostile forces' anti-DPRK moves and terrorism is to realize the "unification of systems" by creating "contingency", but continue to bolster up the war deterrence for self-defence.

    If the U.S. persists in one-sided policy for terrorism against the DPRK, it will be driven into unimaginable catastrophe.

    The politicians of the White House, if they have an iota of reason, should clearly calculate what they may lose or gain from terrorism against the DPRK and make a switchover in its policy, though belatedly. -0-
